Adoption of Mitigating Measures for Environmental Impact on Roadways: The Case of the Garraf Highway

Abstract

The construction of the Garraf motorway near Barcelona as an altemative to the Garraf road and as a continuation of the A-16 motorway began in October 1989 without any previous environmental impact evaluation. An environmental study was carried out to desing some corrective measures. This study of the environment is different from the Environmental Impact Evaluation one (AIA) (that was made later) in the sense that only those impacts that might be corrected are analyzed. In our case the whole process is explained from the design of the correct measures to their application and the supervising process. Everything is compared to what could be an hypothetic ideal case.
