Un model d’escales territorials per a les euroregions i les seves implicacions per a la cooperació transfronterera en contexts marítims

Resum

Aquest article pretén avançar en el debat teòric sobre euroregions a través de l’anàlisi de les seves estructures de governança i de l’escala territorial de les seves activitats. L’argumentació es desenvolupa amb un estudi de seixanta euroregions i d’un nombre corresponent de projectes Interreg seleccionats en investigacions anteriors (Durà et al., 2018). Primer, s’intenta elaborar un model euroregional per a la classificació d’aquestes estructures de governança transfronterera a través d’una tipologia de classificació d’activitats de cooperació transfronterera a escala territorial, i a través de l’anàlisi de la densitat institucional i dels nivells administratius de govern dels actors involucrats. Segon, les contribucions teòriques d’aquest article s’apliquen en el context de territoris separats per una frontera marítima. A partir de l’explotació de resultats, l’article argumenta a favor d’activitats d’escala supralocal i regional al costat d’euroregions de tipus multinivell per a la cooperació transfronterera en contextos marítims.

Francesco Maria Camonita, Universitat Pompeu Fabra. Barcelona Centre for European Studies (BACES)

Dr. Francesco Camonita (JMCoE Postdoc. Research Assistant). Of Sicilian origins, Francesco holds a PhD in the field of Geography and European Studies (UAB, 2019). Previously, he obtained an MA in European Integration Studies at UAB (2014) and a Degree in International Relations with Spanish at Swansea University, Wales, UK (2012). At academic level, Francesco has worked for several years as executive research assistant for the EUGOV and RECOT research groups at UAB. Furthermore, he was also JMC Chair Assistant for the EUPOL project at the same university (2018-2019). Francesco has already authored a number of publications based on the topic of European Territorial Cooperation, the INTERREG programs and the governance and activities of Euroregions. Other research interests include decision-making processes of the EU and advancements in the European Integration debate and its democratisation, particularly through European Elections. He is also an official collaborator of the European Documentation Centre of UAB, where he often participates in multiple activities both as speaker and moderator.

Francesco has already authored a number of publications based on the topic of European Territorial Cooperation, the INTERREG programs, the governance and activities of Euroregions. Other research interests also include advancements in the European Integration debate and the democratisation of the EU, particularly through European Elections. Furthermore, he is also an official collaborator of the European Documentation Center of UAB, where he participates in multiple activities both as speaker and moderator.

Antoni Durà Guimerà, Universitat Autònoma de Barcelona

Trayectoria científica iniciada en 1988 como investigador FPI, orientada a la geografía urbana (dinámicas metropolitanas, geografía social y métodos cualitativos, movilidad residencial en el área de Barcelona), que se mantiene como una de las líneas actuales (Cuadrado et al, 2007, 2014, 2017). En los 2000, las investigaciones se orientan a los análisis de redes urbanas y ejes geoeconómicos (en especial el Arco Mediterráneo), centrándose en la cooperación y las estrategias territoriales en un espacio geoeconómico europeo emergente, y de ahí pasando a los estudios de la Cooperación Territorial Europea (esp. Cooperación Transfronteriza, CTF), colaborando con académicos de diferentes países (España, Francia, Portugal, Italia, Alemania...) y de diferentes disciplinas científicas (CC Políticas, Rel. Internacionales, Derecho, Sociología…). Las sinergias conducen a participar desde sus inicios en la red RECOT de cooperación entorno a la CTF, liderada por el profesor F. Morata, CU de la UAB. Esta red ha sido clave para el desarrollo conjunto de proyectos estatales en el marco I+D (COOP-RECOT I: 2010- 12 y COOP-RECOT-II, 2014-17), y también internacionales (BORDERGOV, 2012-17, con Canadá, Estados Unidos y México). Ello se refleja en las publicaciones (artículos y capítulos de libro en editoriales reconocidas: monográfico 2010 en “Documents d’Anàlisi Geogràfica”, (especialmente Oliveras, Durà, Perkmann), Letamendia 2011, Durà, Oliveras, 2013; Varela y Cancela 2016, Colomb et al., 2017), organización/participación de seminarios sobre Euroregiones y CTF (Barcelona 2005, 2008, Valencia 2005 y 2008, Jena 2008, Arras 2017), en particular de la RECOT (Desde Allariz 2007 y Donostia 2010 hasta Cambados 2017), congresos internacionales: Ass. American Geographers (varios años), Regional Studies Ass. 2010, European Ass. Border Studies 2012 y 2016, BRIT 2016), organización en Barcelona de la II Conf. Económica del Mediterráneo Noroccidental, 2011. Esta actividad ha sido realizada en parte en el marco del Equipo SGR INTERFASE (Depto. Geografía UAB) reconocido como grupo consolidado de investigación por la Generalitat de Catalunya, sobre gestión ambiental en territorio europeo. A todo ello hay que añadir la gestión de revistas científicas; acciones de transferencia de conocimiento con administraciones locales y gobierno autónomo, vinculadas tanto a la temática urbana como a la Cooperación Territorial; y la dirección de tesis en coherencia con el CV.

Andrea Noferini, Universitat Autònoma de Barcelona

Andrea Noferini  is a senior researcher and adjunct professor both at Universitat Autònoma de Barcelona and at Universitat Pompeu Fabra. He holds a PhD in Politics and Economics of Developing Countries from Universitá degli Studi di Firenze and a MA in Political Science from Universitat Pompeu Fabra. His research areas converge in the study of public policies and institutional reforms in Europe and Latin America. To date, the majority of his published research deal with European integration, decentralization and the impact of EU on member-states and Enlargement countries. His studies deal with mechanisms for participation of regional and local administrations in EU policy-making, the evaluation of public policies, territorial cooperation, cohesion policy, institutional and administrative capacity building and decentralized cooperation. Beyond his current status as academic secretary of the Institute of Social and Political Science (ICPS Barcelona) and member of the International and Spanish Associations of Political Science, he teaches in different master programs as expert in multilevel governance and European integration. He has participated in several projects and studies financed by national ministries as well as European and international institutions.
