Alternative perspectives on measuring population ageing in Spain: Regional differences

Abstract

Population ageing is the change in a population’s age structure in which the proportion of older people increases relative to younger people. It is often considered that this process leads to a significant increase in public spending on elderly welfare and health, which explains why population ageing has served to justify certain austerity measures as well as to increase the retirement age. Using four alternative indicators, this article shows that 1) increased survival at older ages has a rejuvenating effect on the population and 2) economic booms ease the burden of ageing, while an underutilized labor market exacerbates this burden. Hence, economists and public policy makers should rethink the use of common old-age dependency indicators based on age 65 as the “threshold of old age” and age 16–64 as the “productive” population to justify their arguments and policies.

Author Biography

Jeroen Spijker, Centre d’Estudis Demogràfics

Jeroen Spijker és actualment investigador "Ramón y Cajal" del Centre d'Estudis Demogràfics. Al 1994 va obtenir un BA en Sociologia i Geografia Humana i un Diploma de Postgrau en Estadística Aplicada a la Universitat de Massey (Nova Zelanda); al 1997, el Màster i al 2004 el Doctorat en Ciències Espacials-Demografia, a la Universitat de Groningen (Països Baixos). La primera vegada que vingué al CED fou al 2002, a través d’una beca Marie Curie, per acabar el seu doctorat. Posteriorment, del 2004 al 2012, ha format part de l'equip d'investigació del CED. Al 2012, la Generalitat de Catalunya li va atorgar una borsa de viatge de dos mesos, per fer recerca al Population Studies Center de la Universitat de Michigan (EUA). Va treballar gairebé dos anys a la Universitat d'Edimburg (Regne Unit) i als finals del 2014 quatre mesos al Vienna Institute of Demography. Des de gener del 2015 s'ha re-encorporat al CED i co-encapsela l'area d'investigació "salut i envelliment". A en Jeroen li interessa una àmplia gamma de temes, incloent l'envelliment de la població, els factors determinants socioeconòmics de la mortalitat, la transició epidemiològica, els canvis generacionals en l’alçada i el pes, l'efecte de l'educació sobre el moment del matrimoni i la formació de la família després del divorci i de la viduïtat.
